Dear Places Community Help,
I am a Service Manager at EDINA, an academic data centre based at the University of Edinburgh. One of the services I manage is "Unlock places", which provides a web-based API to query information about places in the UK. For academic use only it provides access to place data extracted from Ordnance Survey products, as well as an "open access" place database for use in public projects.
I am writing to seek clarification of the 'openness' [1] of the data made available at your places site, http://www.places.communities.gov.uk/download.aspx?CA=0 as I am interested in including this data in the open access part of our service.
I wasn't able to find an explicit statement that the data was open, such as a reference to an open knowledge or data license [2] so I'm writing to find out what the exact situation is. In particular we would like to know whether the material can be made available under an open license of some kind.

It's not possible to give you access to the Hub for the purposes you describe, the Hub is essentially a receptacle; ultimately used for raw data submissions by Local/Unitary Authorities and Local Strategic Partners and is not given out to private or commercial organisations and neither is it available for Charitable or Academic study.
Government departments and Inspectorates are granted access for official responsibilities regarding regulation, performance/target selection and technical analysis to achieve accurate publication after careful dissemination.
There are equally useful sites available to the public and contains all the published data for the National Indicators that's available on the Hub; Floor Targets Interactive and the Places Analysis Tool are the public interface for published data currently available.
