I am a researcher in distributed systems and data catalogues.
I am writing to seek clarification of the 'openness' [1] of the ITDK just released. (http://www.caida.org/data/active/internet-topology-data-kit/)
I am unclear on the reasons for the somewhat specialised license terms, considering that the project is funded by federal agencies of the US government, and the results of such projects are usually in the public doomain so I'm writing to find out what the exact situation is. In particular we would like to know whether the material can be made available under an open license of some kind [2].
